Board of Directors

According to the amended Biosafety Act 2009 (as revised in 2018) the Authority shall be managed by a Board comprising of nine members as follows—

  1. A Chairperson who shall be an eminent scientist, appointed by the Cabinet Secretary;
  2. The Principal Secretary in the Ministry for the time being responsible for Science and Technology or a representative;
  3. The Principal Secretary in the Ministry for the time being responsible for finance or a representative;
  4. The Principal Secretary in the Ministry for the time being responsible for agriculture or a representative;
  5. The Principal Secretary in the Ministry for the time being responsible for health or a representative;
  6. Two experts in the biological, environmental and social sciences respectively, appointed by the Cabinet Secretary;
  7. One member with financial expertise, appointed by the Cabinet Secretary; and
  8. The Chief Executive Officer who shall be an ex-officio member.

He is a full Professor (now retired) of the University of Nairobi.Besides his academic and research work, Prof. Kinyamario offers consultancy services to various organizations such as the World Bank, the United Nations Environment Programme and the Kenya Government on environmental issues.</p> <img src="http://techtlk.rstheme.com/wp-content/uploads/2024/10/5.svg" alt=""/> <p> He is also a Fellow of the World Innovation Foundation and a Member of the Environmental Institute of Kenya. She has served in key leadership roles including Head of Department, Associate Dean, and Dean in the School of Business and Economics at Moi University. </p> <img src="http://techtlk.rstheme.com/wp-content/uploads/2024/10/5.svg" alt=""/> <p>She has also supervised numerous postgraduate students, mentored young scholars, and contributed to curriculum development for several universities.Her scholarly contributions focus on finance, women’s empowerment, financial literacy, and gender studies, with numerous publications in high-impact international journals. She has successfully led and collaborated on various international research and consultancy projects, including grants funded by the Norwegian Government, the Ministry of Finance in Uganda, and the WWF/EACREEE. Beyond academia, Dr. Rono brings a wealth of practical experience from her earlier career in the insurance and pensions industry, where she managed pension portfolios and championed trustee training and financial management. <br />Dr. Rono is a member of the Kenya Institute of Management, the Academy of Global Business Advancement, and actively participates in community development through the Catholic Diocese of Eldoret, where she has served in various strategic planning and leadership roles.She is committed to promoting excellence in research, governance, and sustainable development, and brings to the National Biosafety Authority Board her wealth of expertise in finance, strategic leadership, and stakeholder engagement.</p>

She is a qualified Clinical Officer and is a member of Kenya Clinical Officers Association,who has a degree in sociology.</p><p> </p> <img src="http://techtlk.rstheme.com/wp-content/uploads/2024/10/5.svg" alt=""/> <p><strong>As a Clinical Officer</strong>, she has worked in various capacities for a period spanning over ten years between the year 2001 to the year 2012 collaboratively working with multi-disciplinary team of health professionals. She was part of the team that successfully treated the first Extensively Drug-Resistant Tuberculosis (XDR TB) patient in Kenya.</p><p><strong>In public health, </strong>Halima led the successful implementation of various public health programmes in Kenya. For about six years, she served as Starehe District Coordinator and Nairobi North Provincial Coordinator for Tuberculosis and Leprosy. During this period Halima implemented effective leadership and management skills. Having been tasked with managing finances from the Global Fund and budgetary allocations from the National Treasury for activities that were aligned to tuberculosis and leprosy prevention, Halima also acquired invaluable knowledge on public finance management.</p><p><strong>During her tenure </strong>in senior government service spanning about ten years between the year 2013 to the year 2022, Halima acquired extensive knowledge of the organisation and function of the government of Kenya such as human resource administration, performance contracting, public finance management, public procurement and so on. She has served as the Executive Assistant to the Principal Secretary of the State Department of Health and Executive Assistant to the Cabinet Secretary of the Ministry of Transport, Infrastructure Housing, Urban Development and Public Works.</p><p><strong>With considerable public sector</strong> <strong>experience</strong>, Halima is a member of the African Association for Public Administration and Management. She is well trained on diverse areas of leadership and public sector service delivery including: Strategic Planning and Management; Strategic Leadership Development Programme; Senior Management Course; Programmatic and Clinical Management Training on MDR-TB/HIV; Total Quality Management of Concurrent Infections Control of TB/HIV; Quantitative Data Analysis; Tuberculosis Infection, Infection, Prevention and Control; ICT and Management; Improving Work Environment with 5-S.</p>

Science & Technology Dr. Owuor is the Director of Research, Science and Technology in the State Department for Science, Research and Innovation. She holds PhD from Maseno University, Msc. from University of Nairobi and a degree in Biological Science from Egerton University. Dr. Owuor has a wealth of experience in corporate Governance and Senior Management from Public and Private Sector for a period of more than twenty years. She has served in the Boards and Councils of National and Regional institutions and international organizations.  Currently, she is the Chairperson of the Governing Board of East African Science and Technology Commission. <img src="http://techtlk.rstheme.com/wp-content/uploads/2024/10/5.svg" alt="" /> Dr. Owuor was the Project Manager for the Kenya-Advanced Institute of Science and Technology (Kenya-AIST) up to June 2023 before it was moved to the Ministry of ICT and Digital Economy through Executive Order No. 2 of 2023 as a State Corporation. Dr. Owuor participated in the drafting of Proposed Biosafety Bill which was enacted in 2009 and established National Biosafety Authority. She also participated in drafting of Regulations under Biosafety Act, 2009 in addition to coordinating the finalization of the Draft Science, Technology and Innovation Policy. She also participated in the drafting of the Proposed Science, Technology and Innovation Bill which enacted in 2013 and it established National Commission for Science, Technology and Innovation (NACOSTI), National Research Fund (NRF) and Kenya National Innovation Agency KENIA).

He started his career at the giant Kenya Posts and Telecommunications Corporation (K.P.T.C) where he underwent training at the Kenya College of Communications Technology (currently Multimedia University) and Government Training Institute (currently Kenya School of Government). She is an Economist working at the National Treasury with 15 years’ experience in Policy Formulation, Fiscal Affairs, Public Finance Management as well as Strategic Planning.Ms. Ann holds a Master of Arts Degree in Economics from the University of Nairobi and a Bachelor of Arts Degree in Economics from Maseno University</p> <img src="http://techtlk.rstheme.com/wp-content/uploads/2024/10/5.svg" alt=""/> <p> In addition, she holds certification in Local Development Economics from the Korea International Cooperation Agency, Gender Responsive Economics from IDEP, certification in Project Planning and Management from the Eastern and Southern Africa Management Institute and a certificate in Strategic Leadership from the Kenya School of Government. She is a member of the Economist Society of Kenya.</p><p>Over her professional life she has been engaged in the Budget making process (MTEF) for both National and County Governments, preparation of Medium-Term Plans (MTPs), County Integrated Development Plans (CIDPs), Strategic Plans and Sectoral Plans. She has also played a key role in coordinating and strengthening financial and fiscal relations between the National and County Governments to enhance public finance management.</p>

Chief Executive Officer <p>Mr Ng'etich joined NBA in August 2012 as a Biosafety Inspector. He moved in ranks to the position of Assistant Director in charge of the Biosafety Training and Accreditation Department at the National Biosafety Authority.In terms of academic qualifications, He holds a Bachelor's degree (BSc Horticulture) from Jomo Kenyattta University of Agriculture and Technology (JKUAT-2002), A Post Graduate Diploma in Education (PGDE-Moi University-2005) and a Masters's degree in Plant Ecology (University of Nairobi-2012).</p> <img src="http://techtlk.rstheme.com/wp-content/uploads/2024/10/5.svg" alt=""/> <p> He is currently a PhD (Plant Ecology) student at Nairobi University Chiromo Campus. Before assuming his current position, Mr. Ngetich worked in different positions within the Biosafety Training Department. He has been instrumental in drafting technical guidelines for regulating plants and animal biotechnology in Kenya. Lastly, he has also worked previously as a teacher in various schools in Kenya.</p><p>Mr. Ngetich has attended and facilitated many Conferences and Workshops both locally and internationally.</p>
