She has over twenty years’ public sector experience gained while working in diverse roles in the Republic of Kenya. She is a qualified Clinical Officer and is a member of Kenya Clinical Officers Association,who has a degree in sociology.

 

As a Clinical Officer, she has worked in various capacities for a period spanning over ten years between the year 2001 to the year 2012 collaboratively working with multi-disciplinary team of health professionals. She was part of the team that successfully treated the first Extensively Drug-Resistant Tuberculosis (XDR TB) patient in Kenya.

In public health, Halima led the successful implementation of various public health programmes in Kenya. For about six years, she served as Starehe District Coordinator and Nairobi North Provincial Coordinator for Tuberculosis and Leprosy. During this period Halima implemented effective leadership and management skills. Having been tasked with managing finances from the Global Fund and budgetary allocations from the National Treasury for activities that were aligned to tuberculosis and leprosy prevention, Halima also acquired invaluable knowledge on public finance management.

During her tenure in senior government service spanning about ten years between the year 2013 to the year 2022, Halima acquired extensive knowledge of the organisation and function of the government of Kenya such as human resource administration, performance contracting, public finance management, public procurement and so on. She has served as the Executive Assistant to the Principal Secretary of the State Department of Health and Executive Assistant to the Cabinet Secretary of the Ministry of Transport, Infrastructure Housing, Urban Development and Public Works.

With considerable public sector experience, Halima is a member of the African Association for Public Administration and Management. She is well trained on diverse areas of leadership and public sector service delivery including: Strategic Planning and Management; Strategic Leadership Development Programme; Senior Management Course; Programmatic and Clinical Management Training on MDR-TB/HIV; Total Quality Management of Concurrent Infections Control of TB/HIV; Quantitative Data Analysis; Tuberculosis Infection, Infection, Prevention and Control; ICT and Management; Improving Work Environment with 5-S.
